WHAT A PAYROLL ENGINE GETS WRONG IN VANUATU. 1. THE RATE CHANGED ON 1 JANUARY 2026 AND THE FUND'S OWN EMPLOYERS PAGE STILL SAYS THE OLD FIGURE. As at this record's date the VNPF Employers page reads "Currently, the rate of contribution is 8% of the employee's remuneration, of which 4% is from the employee's monthly remuneration while 4% is contributed by the employer" — superseded by the Fund's own press release and by the Amendment Act No. 25 of 2025. Where an authority contradicts itself, the dated press release quoting the gazetted amending Act is the operative statement. Anything quoting 4%/4% is at least a year out of date. 2. THE SWITCH IS KEYED TO THE CONTRIBUTION MONTH, NOT THE PAYMENT MONTH. 12% first applies to the January 2026 contribution, which is paid in February 2026. The December 2025 contribution, paid in January 2026, is at 8%. Vanuatu contributions are always paid in the month after the period they relate to, so a system that keys the rate to the payment date is systematically one month early on every rate change. 3. ARREARS ARE PRICED AT THE RATE OF THE PERIOD, NOT THE RATE OF TODAY. Late or catch-up payments for months up to December 2025 remain chargeable at 8%; only periods from January 2026 attract 12%. An employer regularising two years of arrears in 2026 must compute the 2025 months at the old rate. Engines that reprice all outstanding periods at the current rate over-charge. 4. THERE IS AN UPPER AGE LIMIT OF 55. Compulsory membership runs from age 14 to 55. This is unlike most of the region, where liability continues to 60 or 65 or has no upper bound. An employee aged 56 attracts no employee deduction and no employer contribution at all — there is no reduced or injury-only class as there is in Guyana, Belize or Trinidad. 5. THE BASE IS NARROWER THAN GROSS PAY. Severance pay, gratuity payments due under the terms of employment, and ANY allowances or reimbursements are outside remuneration for VNPF. Applying 12% to total gross earnings over-contributes, and the excess is not recoverable from the employee. 6. THERE IS NO CEILING. 12% runs on the whole of qualifying remuneration however high; only a floor exists (VT 3,000 a month). Do not import an insurable-earnings cap. 7. EXPATRIATES ARE INSIDE THE SCHEME BY DEFAULT. The exemption is not automatic and not by nationality: it requires either VNPF approval to direct contributions to an alternative overseas superannuation fund, or service with a diplomatic or international mission. Assuming foreign staff are out of scope is a common and expensive error. 8. THIS IS THE ONLY STATUTORY PAYROLL CONTRIBUTION IN VANUATU, AND IT IS A SAVINGS SCHEME. There is no state pension insurance, no health-insurance contribution, no unemployment insurance, no maternity or sickness contribution and no employer training levy. Vanuatu also has no personal income tax, so there is no gross-to-net tax interaction at all: net pay is remuneration less the 6% VNPF deduction. An analyst comparing Vanuatu's 12% against a European social-security rate is comparing an individual savings balance against pooled insurance. 9. REGISTRATION DEADLINES ARE SHORT AND SEPARATE. Employers must register within 7 days of commencing business operations; employees must be registered within 14 days of their employment. Employers with more than one place of business may apply to register each location separately, but each then carries the full set of obligations independently. 10. ENFORCEMENT IS BY PHYSICAL INSPECTION. VNPF inspection officers conduct routine checks at business premises and have powers to enter any place where persons are believed to be engaged as employees and to examine whether the Act, orders and regulations are being complied with. SUB-NATIONAL VARIATION: none. The rate, the base and the thresholds are uniform across all six provinces and both Port Vila and Luganville; there is no provincial payroll charge and no industry differentiation. WHAT WE DO NOT PUT A NUMBER ON: I put no number on the following, deliberately. THE PAYMENT DUE DATE. Commentary commonly states the 15th of the month following the contribution month, and the Fund's own materials confirm that a month's contribution is paid in the following month, but no due DAY is stated on the Fund's own pages and the Act was not opened, so no due date is served as a determined value. THE LATE-PAYMENT PENALTY RATE. The Fund describes an enforcement process and inspection powers but does not publish a surcharge percentage on the pages read, and none is asserted. THE VOLUNTARY MEMBER CONTRIBUTION AMOUNT. Self-employed persons and employers may join as Voluntary Members; the contribution basis for voluntary membership is not served here because it involves no employer share and was not established. SOURCING CAVEATS, STATED PLAINLY: the 12% rate, its split, its effective date, the contribution-period cutover and the arrears rule are taken verbatim from the Fund's own press release, which itself cites the gazetted amending Act (No. 25 of 2025, Extraordinary Gazette No. 11 of 2025, 15 December 2025). The age range, the VT 3,000 floor, the base exclusions, the expatriate rule, the self-employed position and the registration deadlines are taken from the Fund's own Employers page — the SAME page that still carries the superseded 8% rate, so it is being relied on for the structural rules while being expressly rejected on the rate. The Vanuatu National Provident Fund Act [CAP 189] and Amendment Act No. 25 of 2025 were not opened directly; no section numbers are cited. The Fund's website is a client-rendered site whose content is not visible to plain HTTP clients and had to be read through a real browser.
