REFUSAL — jurisdiction-split with no national figure. The Payment Times Reporting Act 2020 is disclosure-only; no commercial late-payment statute fixes a rate. FEDERAL COURTS use half-yearly snapshots of the RBA cash rate (as at 1 January / 1 July) + 4 points pre-judgment / + 6 points post-judgment per practice note GPN-INT — guidance, not a rate-fixing instrument, and the court retains discretion. H2 2026: 8.35% / 10.35% (the RBA hiked three times in 2026 back to 4.35% — do not assume the 2025 cutting cycle continued). STATES DIVERGE: NSW's UCPR mirrors RBA+4/+6; Victoria uses a fixed gazetted penalty rate under the Penalty Interest Rates Act 1983 (10% p.a. since 1 February 2017); other States and Territories differ again.
