What this value means

PUBLICATION LAG IS SHORT AND HONEST: SBS releases the CPI about two weeks after month end — the June 2026 report was released 14 July 2026 and the July 2026 report is scheduled for 14 August 2026. So at confirmation the newest available reference month was only ~7 weeks old. WATCH THE REGIME BREAK: Samoa flipped from deflation to sharp inflation in mid-2026. Year-on-year prints ran NEGATIVE from late 2025 through April 2026 (Jan -2.0%, Feb -0.9%, Mar -1.1%, Apr -0.5%) and then jumped to +2.1% in May and +5.8% in June — a 6.3 percentage-point swing in two months, driven almost entirely by fuel. In June 2026 the Transport division rose 20.3% YoY (petrol +37%, diesel +77.4%) and contributed 2.8pp of the 5.8% headline; Housing/water/electricity/gas/fuels rose 10.3% and Food and non-alcoholic beverages 3.8%. Month-on-month the CPI rose 2.8% in June alone (imported goods +2.3%, local goods +3.3%). Falling divisions: Communication -5.0%, Recreation and culture -3.5%, Furnishings -1.2%, Clothing and footwear -0.7%. THREE DIFFERENT 'INFLATION' NUMBERS EXIST FOR JUNE 2026 AND ARE ROUTINELY CONFUSED — headline YoY 5.8% (this series); the All Items UNDERLYING index +1.6% YoY (+0.1% MoM), which strips the volatile items and shows the fuel shock is not yet broad-based; and the AVERAGE ANNUAL inflation rate for the year ending June 2026 of 1.4% (down from 1.8% a year earlier). The Central Bank of Samoa quotes the smoothed measure in its Monetary Policy Statement ('headline inflation... falling to 1.0 percent at end May 2026'), which is NOT the same as the SBS May YoY print of +2.1% — do not reconcile the two, they are different constructions. CBS forecasts headline reaching 3.8% by June 2027 against its 3.0% medium-term target. ACCESS NOTE: sbs.gov.ws serves each month's report as a text-extractable PDF plus an .xlsx table set, and the index page (https://www.sbs.gov.ws/cpi/) lists them reliably — but WebFetch's PDF converter returns binary noise on them, so they must be downloaded and parsed locally. The June filename breaks the naming convention used by Jan-May ('06_CPI-June.pdf' with a hyphen, versus '05_CPI_May.pdf' with an underscore) — a source-watcher that guesses URLs will 404. CBS also mirrors the SBS CPI reports at cbs.gov.ws/media/Consumer-Price-Index-Report-<Month>-2026.pdf; SBS is the producer and should be the cited source. UPDATE (roll applied 2026-08-21): July 2026 decelerated sharply to +3.1% YoY (from +5.8% in June) with the CPI falling 0.6% MoM on cheaper imported goods; Transport still dominates (+18.6% YoY, 2.5pp of the headline; petrol +37.0%, diesel +51.6%), underlying inflation is only +0.7% YoY and average annual 1.2% — the three-numbers confusion persists. Next release: August 2026 report due ~14 September 2026 per the monthly cadence, but IGNORE the printed cover date/next-release line — the July issue's cover repeats the June issue's dates verbatim (says released 14 July, next 14 August), so date the release from the /cpi/ index listing or the file's Last-Modified header instead. Filename convention flipped back to underscores for July ('07_CPI_July.pdf' after June's hyphenated '06_CPI-June.pdf'), while the tables file dropped the month name entirely ('07_CPI_Tables.xlsx') — keep scraping the index page rather than guessing URLs.
